Sgt. Terry Anderson (Ret.) is a veteran law enforcement K-9 professional and longtime leader in the National Police Canine Association. During his 25-year career with the Pasadena Police Department in Texas, Terry spent 20 years as a dual-purpose K-9 handler and 20 years serving with SWAT.

Sgt. Terry Anderson (Ret.) is a veteran law enforcement K-9 professional and longtime leader in the National Police Canine Association. During his 25-year career with the Pasadena Police Department in Texas, Terry spent 20 years as a dual-purpose K-9 handler and 20 years serving with SWAT.

Terry has dedicated decades to advancing police K-9 training, tactics, standards, and certification. He is particularly recognized for SKIDDS — SWAT K9 Interacting During Deployment, a tactical K-9 program focused on the effective integration of canine teams with SWAT and other tactical teams during high-risk operations. The program emphasizes deliberate, coordinated searching and teamwork between the K-9 and tactical elements.

As a leader within the National Police Canine Association, Terry continues to advocate for realistic training, professional standards, and the development of K-9 teams that are prepared for the challenges they face in the field.

Ryan currently serves as the NPCA Treasurer and Training Director, helping oversee training and certification efforts for the organization. He is also a nationally certified K-9 instructor, trainer, and certifying official, and has served as the NPCA North Central Regional Director.

His experience extends beyond traditional K-9 operations, with a strong focus on tactical K-9/SWAT integration, training, and real-world deployment. Ryan has also contributed to national tactical K-9 education, including work on integrating K-9 teams with SWAT operations.

Ryan's commitment to realistic training, professional standards, and developing confident K-9 teams makes him an important part of the NPCA and the law enforcement canine community.

Jeff Rumsley brings more than three decades of law enforcement experience and a wealth of real-world K-9 experience to the National Police Canine Association (NPCA). A longtime member of the Tucson Police Department, Jeff has served as a K-9 handler since 2005 and as a department K-9 trainer since 2009. He is currently working with his th

Jeff Rumsley brings more than three decades of law enforcement experience and a wealth of real-world K-9 experience to the National Police Canine Association (NPCA). A longtime member of the Tucson Police Department, Jeff has served as a K-9 handler since 2005 and as a department K-9 trainer since 2009. He is currently working with his third dual-purpose K-9.

Throughout his career, Jeff has deployed his K-9 partners thousands of times in patrol operations, along with hundreds of detection searches. He has also served as a lead instructor for more than 30 basic K-9 schools, helping train handlers from agencies across the country.

Jeff currently serves as Secretary of the National Police Canine Association, contributing his experience and knowledge to the organization's mission of maintaining professional standards, advancing K-9 training, and supporting law enforcement canine teams nationwide.

His career reflects what the NPCA stands for: experience in the field, dedication to training, and a commitment to making K-9 teams better.

Mark Tobin brings decades of law enforcement and police K-9 experience to the National Police Canine Association (NPCA). A retired member of the New Castle County Police Department in Delaware, Mark served as a K-9 handler and later as commander of the department’s K-9 unit. He also helped establish a police K-9 academy through Delaware T

Mark Tobin brings decades of law enforcement and police K-9 experience to the National Police Canine Association (NPCA). A retired member of the New Castle County Police Department in Delaware, Mark served as a K-9 handler and later as commander of the department’s K-9 unit. He also helped establish a police K-9 academy through Delaware Technical Community College.

Mark has been a longtime leader within the NPCA and currently serves as the association’s Northeast Regional Director, representing K-9 teams throughout the Northeast region.

His K-9 career includes an outstanding partnership with K-9 Nike, who served New Castle County for more than a decade. Together, they made hundreds of arrests and played a role in locating missing and endangered individuals. Their work earned Nike the 2010 American Kennel Club Award for Canine Excellence in the Law Enforcement Dog category.

Today, Mark continues to support the NPCA through training, certification, and leadership—helping maintain the high standards expected of professional police K-9 teams.

Brennan has served with the Bonner Springs Police Department since 2014 and currently works as a Sergeant and K-9 handler. He is partnered with PSD Ciko, a dual-purpose narcotics detection and patrol canine, and also supervises a patrol shift. Prior to law enforcement, Brennan served five years on active duty in the U.S. Army as a Fire Support Specialist. 

Beyond his agency responsibilities, Brennan is an NPCA Certifying Official, Instructor, and canine trainer, with a strong focus on developing K-9 teams that are prepared for real-world deployments and courtroom scrutiny. 

Brennan's leadership within the NPCA includes overseeing regional training and certification efforts. His region has hosted NPCA national training and completed hundreds of certifications under his leadership.

A retired member of the Arvada Police Department in Colorado, Bill has dedicated much of his career to the development, training, and advancement of professional police K-9 teams.

Bill currently serves as the NPCA Northwest Regional Director, representing Colorado, Utah, Wyoming, Montana, Idaho, and Alaska.

His experience extends well beyond administration. Bill has served as a K-9 handler, trainer, and instructor, and has played a major role in regional NPCA training and certification programs. He has also been involved in organizing the NPCA's Northwest regional seminars, helping bring high-quality training and certification opportunities to K-9 teams throughout the region.

Bill's long-standing commitment to police K-9 training and professional development exemplifies the mission of the NPCA: supporting handlers, improving teams, and maintaining realistic standards for working police dogs.

Danny currently serves as the NPCA South Central Regional Director, representing Tennessee, Mississippi, Alabama, Louisiana, Arkansas, Oklahoma, and Texas. He has held the position for many years and has been a consistent leader in NPCA regional training and certification efforts.

His K-9 experience includes patrol, narcotics, tracking, and searches for missing and endangered persons. Danny and his K-9 partners have been involved in real-world deployments throughout Southeast Texas, while he has also helped evaluate and certify police K-9 teams across the region.

Barrie Pedersen serves as the Southwest Regional Director for the National Police Canine Association (NPCA). He was appointed to the position in 2024 and represents the Southwest region as part of the NPCA Board of Directors.

Barrie Pedersen serves as the Southwest Regional Director for the National Police Canine Association (NPCA). He was appointed to the position in 2024 and represents the Southwest region as part of the NPCA Board of Directors. 

Barrie is a Tucson Police Department veteran and longtime K-9 handler. During his career, he partnered with several police K-9s, including K-9 Bolt, who completed more than 800 deployments, assisted with 282 arrests, participated in 64 SWAT operations, and was credited with 129 suspect finds before retiring. 

Barrie and his K-9 Kiro have also been involved in high-risk tactical operations, including SWAT deployments. His extensive experience in patrol K-9 operations, tactical deployments, and real-world apprehensions brings valuable field experience to the NPCA's regional leadership. 

Today, Barrie continues to support the NPCA's mission of professional K-9 training, certification, and leadership, helping strengthen police K-9 teams throughout the Southwest.

Quinn Hanley serves as the West Coast Regional Director for the National Police Canine Association (NPCA), representing K-9 professionals throughout the region.

Quinn is a Marine veteran and law enforcement officer with more than 15 years of experience. For the past several years, he has served as a police K-9 handler, working with a dual-

Quinn is a Marine veteran and law enforcement officer with more than 15 years of experience. For the past several years, he has served as a police K-9 handler, working with a dual-purpose patrol and narcotics detection canine. He also serves as his agency's SWAT K-9 handler, bringing valuable tactical experience to his work in the K-9 community.

His experience includes training patrol, narcotics, and explosives detection K-9s, as well as overseeing monthly maintenance training and assisting with K-9 recertification. Quinn's commitment to realistic training and operational readiness has made him a valuable resource for handlers and K-9 teams.

Quinn has also been actively involved in NPCA regional leadership, submitting regional reports and supporting certification and development of K-9 teams throughout the West Coast.

Dave Peterson serves as Chairman of the National Police Canine Association’s Standards Committee, helping oversee the professional standards that guide NPCA certification and canine teams nationwide.

Dave brings extensive experience in police K-9 operations and professional canine organizations. He served with the Norwalk Police Department

Dave Peterson serves as Chairman of the National Police Canine Association’s Standards Committee, helping oversee the professional standards that guide NPCA certification and canine teams nationwide.

Dave brings extensive experience in police K-9 operations and professional canine organizations. He served with the Norwalk Police Department in Connecticut as a K-9 officer and handler, partnering with his canine Rainor. Their work included patrol, tracking, and real-world deployments throughout the community.

Dave has also been actively involved in the Connecticut Police Work Dog Association, serving in leadership and helping provide training and resources to K-9 handlers throughout Connecticut.

As Chairman of the NPCA Standards Committee, Dave plays an important role in maintaining the organization's commitment to credible certification, professional standards, and operationally sound police K-9 teams.

Ryan has been involved with NPCA for many years and has contributed to the organization's certification and standards process. NPCA records dating back to 2018 identify him as a member of the Standards Committee, reflecting his longstanding commitment to maintaining realistic and professional standards for working police K-9 teams.

Frank spent more than 20 years with the Lee County Sheriff's Office in Florida, serving as a K-9 handler, trainer, and Lieutenant overseeing the agency's K-

 Frank Glover brings decades of police K-9 experience to the National Police Canine Association (NPCA), where he serves as the Southeast representative on the NPCA Standards Committee.

Frank spent more than 20 years with the Lee County Sheriff's Office in Florida, serving as a K-9 handler, trainer, and Lieutenant overseeing the agency's K-9 Unit. At one point, he was responsible for a 25-dog unit and had more than 15 years of hands-on K-9 experience.

Throughout his career, Frank has worked with patrol and detection K-9s and has been involved in real-world tracking, apprehension, evidence searches, and K-9 training. His career also included the tragic loss of his partner, K-9 Alko, who was killed in the line of duty while tracking a fleeing suspect in 2003.

Frank has also been a longtime member of the NPCA, contributing to standards, training, certification, and courtroom preparation for professional K-9 teams. NPCA records show his longstanding involvement with the Standards Committee.

 Paul Koinig serves as the South Central representative on the National Police Canine Association (NPCA) Standards Committee. The NPCA lists him in this role alongside the association’s other regional standards representatives. 

Paul is a retired Corporal with the Palm Beach County Sheriff’s Office in Florida, where he spent many years in

Paul is a retired Corporal with the Palm Beach County Sheriff’s Office in Florida, where he spent many years in the agency’s K-9 Unit and served as the lead explosives-detection K-9 handler. He later served as commander of the agency’s Bomb Squad. 

His expertise extends well beyond traditional patrol K-9 work. Paul has served as an NPCA instructor, including providing instruction and evaluating explosive-detection canine teams. U.S. Air Force coverage documents his work training teams during explosives searches with military working dogs. 

Paul's extensive experience in explosives detection, K-9 operations, training, and certification makes him a valuable member of the NPCA Standards Committee and a strong representative for the South Central region.

 Andrew Carlsson brings more than two decades of law enforcement and police K-9 experience to the National Police Canine Association (NPCA), where he serves as the Southwest representative on the Standards Committee.

Andrew spent nearly 24 years with the Phoenix Police Department, including 14 years as a K-9 handler. During his career, he 

 Andrew Carlsson brings more than two decades of law enforcement and police K-9 experience to the National Police Canine Association (NPCA), where he serves as the Southwest representative on the Standards Committee.

Andrew spent nearly 24 years with the Phoenix Police Department, including 14 years as a K-9 handler. During his career, he worked multiple dual-purpose K-9s and served as one of Phoenix PD's SWAT K-9 handlers, gaining extensive experience in tactical deployments and real-world K-9 operations.

Andrew has also been deeply involved in K-9 training and professional development. He has been an active member of the Arizona Law Enforcement Canine Association (ALECA) since 2005, serving in several leadership positions, including Secretary and President, and currently serves as its Director of Operations.

His NPCA experience includes helping organize national seminars, serving on the Training Division, and participating in tactical debriefing and scenario-based training designed around real-world K-9 deployments.

Andrew's combination of tactical K-9 experience, training expertise, and standards knowledge makes him a valuable part of the NPCA Standards Committee and its mission to maintain credible, practical standards for police K-9 teams.

 Daryl Gaunt brings more than four decades of working-dog and law enforcement experience to the National Police Canine Association (NPCA), where he serves as the West Coast representative on the NPCA Standards Committee.

Daryl began working with working dogs in 1978, later serving eight years in the U.S. Army, including four years as a mil

 Daryl Gaunt brings more than four decades of working-dog and law enforcement experience to the National Police Canine Association (NPCA), where he serves as the West Coast representative on the NPCA Standards Committee.

Daryl began working with working dogs in 1978, later serving eight years in the U.S. Army, including four years as a military working-dog handler. He spent nearly 30 years with the Los Angeles County Sheriff's Department, serving in the Special Enforcement Bureau K-9 Unit from 2003 until his retirement in 2020. He worked three SWAT/patrol K-9s, including one cross-trained for explosives detection.

As a K-9 trainer and instructor, Daryl helped establish a Tactical K-9 school, worked as an instructor with Adlerhorst International, and has certified hundreds of canine teams across the country. He is also a California POST evaluator and has instructed military and civilian K-9 teams both nationally and internationally.

Daryl previously served as the NPCA West Coast Regional Director from 2017–2020 and remains active with the association. His expertise in tactical K-9 operations, training, certification, and real-world deployments makes him a valuable member of the NPCA Standards Committee.

  Katy Pendergast Farnsworth has been an integral part of the National Police Canine Association (NPCA) since 2007, serving as the organization's Administrative Assistant and helping keep the association's operations running smoothly behind the scenes.

Before joining NPCA, Katy spent 15 years as a 9-1-1 radio dispatcher with the Maricopa C

  Katy Pendergast Farnsworth has been an integral part of the National Police Canine Association (NPCA) since 2007, serving as the organization's Administrative Assistant and helping keep the association's operations running smoothly behind the scenes.

Before joining NPCA, Katy spent 15 years as a 9-1-1 radio dispatcher with the Maricopa County Sheriff's Office before starting a family. Her connection to the canine world runs deep. Her father served as a Sergeant over a K-9 unit and later as the head of the Arizona Department of Corrections, while her husband worked a dual-purpose police K-9 for 13 years, followed by approximately 12 years working a hound.

Since joining NPCA in 2007, Katy has handled an incredible range of responsibilities, including bookkeeping, paperwork, travel coordination, the NPCA store, taxes, website management, subpoenas, phone calls, and the countless administrative details that keep a national organization operating.

For nearly two decades, Katy has been a constant behind-the-scenes presence for NPCA—supporting handlers, instructors, certifying officials, regional directors, and the Board of Directors while helping ensure that the organization's members and events have the administrative support they need.

Her extensive background in emergency communications, law enforcement, and the canine community gives her a unique understanding of the people and mission she supports every day.

James previously served as the handler for K-9 Zeus, who has since retired from service. The experience gained working alongside Zeus provided James with firsthand knowledge of the dedication, training, equipment, and resources required to support a successful police K-9 program.

Today, James serves the NPCA as the Sponsorship and Vendor Director, working with businesses, sponsors, and industry partners to help provide valuable resources and opportunities for police K-9 professionals nationwide.

James continues to serve with the Gardner Police Department, while bringing his K-9 experience and law enforcement perspective to the NPCA's efforts to strengthen relationships between the association and the companies that support the police K-9 community.

His role helps ensure that the work being done by NPCA members, instructors, certifying officials, and K-9 teams receives the recognition it deserves while helping grow the association's reach nationwide.
